The chance is low though. (at level 40+ it is like 0.5%, lower % at lower level)
There is a respawning (non-legendary) raider with a fatman, and at least 1 gunner one.
There is also a non-respawning non-legendary with a nuke near a settlement you can claim.
(Turns out I was right, but I just didn't know an NPC could have one. It does make sense, though. Just a surprise after not seeing it for so long. Bad assumption on my part, but fun? surprise all the same.)

Well, DOOMBRINGER said the chance for such an enemy to appear is about 0.5%. Then the likelihood that we both encounter the same enemy is about 0.0025%.
It turned out that their leader had spawned with a Nocturnal gauss rifle, which I only found out when instead of the usual spray of minigun fire in my general direction, the first shot flew directly into my hiding spot and killed me instantly. I couldn't even tell what happened until I reloaded and died for the second time.
All I know is I picked the WRONG intersection to stop and check my map, and Cait got LLLLLaunched.
However something I have literally never seen on a legendary enemy are either a deathclaw gauntlet or a powerfist. Minus Swan, of course.

I do love how they have no survival instinct whatsoever, will fire a FM way too close and ragdoll everyone, themselves included, "crazy bastard" AI.
putting jet on a hotkey, like + so it's at the end, is always helpful past 30th, maybe use the two keys beside it for some other good drugs, bufftats or psychobuffs maybe; if you're roleplaying permadeath sole survivor, ya gots ta be prepared...
You have to ignore the probability of the first event, because it has now happened, and consider the net probability of the same event happening to every possible person it could happen to.
I found several legendary deathclaw gauntlets, with the effects Instigating, Bloodied, Irradiated, Powerful, Exterminator and Mutant Slayer. But only 1 Powerfist, a Sentinel.
