How to clear debris in sanctuary

I have been trying for 30 minutes to figure out how to scrap the ceiling fan on the floor and the light bulbs that dont work in the house near the sanctuary sign, and yet have no way of scrapping them whatsoever. If anyone has any tips to do it with no mods let me know

In this case: never.

I just assumed they weren't scrappable and worked around them. There's a small settlement with a tiny cave in the middle of it and you can't scrap most of the obstructing and ugly debris there. That settlement has 1 person there and will never have another (even if that 1 settler dies).
