Report a translation problem
The simplest solution is to run a wired connection from on-board audio output to whatever device you want to listen from.
Otherwise, find out what is causing the delay as this is a Windows/driver/power management issue most of the time.
If the audio gets cut off and NPCs starts talking over one another then this is usually caused by a too high frame rate.
I've followed these suggestions and sometimes it works and others it doesn't.

Any other ideas? It's very frustrating to have to try to fix this each time I load up the game. And the fix doesn't seem to stick and I have to problem-solve it each time ugh...
- Audio over HDMI and other connections can get suspended and after a resume introduce a delay in the audio stream. Try disabling the power management for the interface (USB, Bluetooth, ...) or avoid long durations of silence, i.e. by avoiding Alt-Tabbing out of the game for too long. To disable power management for an interface open Windows Settings->System->About->Related->Device Manager, find the interface to your audio device such as the USB or Bluetooth adapter, open Properties->Power Management and uncheck "Allow the computer to turn off this device to save power".
