On the way there, you will face a number of different types of enemies, but mostly raiders and ghouls. If you stay out of the POIs that come up on the compass, you bypass most of the enemies, and head straight there at level 3 if you want. I don't bother going there until I have the fast travel perk at level 30 (STR 6 perk level 4), because it is a looooooooooooooong walk from Sanctuary to Diamond City and back. Besides, once you get Preston and the gang back to Sanctuary, you have to actively avoid getting anywhere near Preston, or he'll automatically assign you another task, some of them being time-limited.
Playing it safe, grind those first 30 levels, get fast travel, get lockpicking and terminal hacking as high as the level limits let you raise them, along with armor / weapon crafting and level 14 CHA 6 perk level 2 building of traders in your settlements, and you'll be ready to head to Diamond City and the hustle and bustle of downtown Boston.
It's up to you, though, whatever you think you can handle. And if you can't, reload from a save. Just remember to avoid anything with the skull icon, because the difference in levels means you probably won't be able to kill it early on - the game scales damage down when the enemy is higher level than you are.
Note: just a short walk southwest of the Diamond City entrance, there is a crossroads, and deathclaws can spawn there. You can find enemies that can wipe you out right from the beginning. Upgrade your Power Armor ASAP to mitigate some of this.
But generally I agree with the answer "go when you want to". I have done it at L1 in Survival. That is exhilarating but far from impossible.
Among many benefits of going to Diamond City early:
- medical care as mentioned above
- plenty of caps on offer for your unwanted junk
- access to a suppressed pipe weapon sold by Arturo
- access to a Hazmat suit sold by Becky Fallon
- an extremely lucrative quest (if you play your cards right) from the upper stands tavern
- free armour that is around level 10-15 grade (from DC Guard corpses near the mutant fight)
In addition to this there are loads of side missions that you can take or leave according to your character's ability, and plenty of cool lore.
Any character should have some perks that would up their survivability enough to reach the gates.
