It can be any level. I used to avoid it for ages, but i wanted Curie on my journeys with me (cos she talks about almost every event whether sidequest or main, except DLCs), so had to get to Diamond city to free her up as soon as possible.
me, i usually (if playing in a 'normal' way) will work my way there and doing all kind of scav-work on the way to build up outpost and my gear up (playing survival mostly). i think the 'latest' i got there was around level 60 (easily sidetrackable that i am...) - the earlies, afair, would be lvl 5 (skiped about everything i could, even the mission pointer to the city - since i already knew wher i had to go ^^)
This is generally between levels 8-14. I max out at 14 'cause that's when the Cambridge Overpass power armor has full T-51, which is all I need to let Boston know the vault dwellers are in town and they mean business. As for level-locking, most exterior zones don't lock permanently and I don't really care about locking in power armor sets since I can get guaranteed T-60 from the Brotherhood and easy X-01 from DLC.
You need those ot get your Powwer Armor to run.
Some locations in the game are nearly impossible to get through without either Power Armor (as the game intended) or savescumming which is not worthy of a gamer.
