I run the game off of a SATA SSD and it takes about 5-8 seconds to load the Commonwealth when exiting an interior space.

There, I'll even link it for you. I can confirm it still works post-Update. It's a very simple and lightweight mod that doesn't change any of your files.
If you cap your fps at 60, you will have longer loads than if you had it at 120
But at the same time the more you go over 60 the faster the whole game runs and can cause issues
There *was* a couple mods to choose to help it, but now that Script Extender is nuked the "Load Accelerator" mod is the painless way to do it if you're willing to mod
Just seems like a ludicrously weird way of programming a game, and in fact, other Creation Engine games don't seem to do this? Why does this one?
Also open up your Nvidia control panel and adjust your settings there.
Check your PC settings
GPU Driver Settings
Vsync and fps limit must be controllable from application.
For nvidia,
Vertical sync : Set to "Use the 3D application settings".
Max Frame Limit : Set to "Off"
Fallout4 Settings
If you disabled vsync in your Fallout4Prefs.ini file, enable it again.
Set to: iPresentInterval = 1
