Can I start without Far Harbor and Nuka World
I know, this is a stupid question, but its still a Bethesda game.
The idea of the questions is that I want to start a new playthrough on PS5 and play America Rising 2 mod but without the additional load on the system with DLC content that I do not want to play on second playthrough.

And since its a Bethesda game, I expect all crazy shi@# to happen.
Can I?

You don't need the DLCs to play the base game. Unless you are using mods that require you to have dlcs installed. Then you need dlcs installed to use said mod.

On PC you can easily just uncheck each DLC seperately.
Don't know how it works on consoles though, you should check under additional content or whatever to see if you can uncheck/remove official DLC content.

I want to play the America Rising 2 and then the additional mod that adds dozens of new quests.

In your steam games updates tab you can disable each individual dlc.

But this is not the question.

If you’re asking if there will be issues with you switching off Nuka World and Far Harbor the answer is no.

These are DLCs. Optional expansions to the base game. They are not “required” for the base game to function. Though by now it’s rare, I’m sure there’s still people out there who play FO4 and don’t own these DLCs.

America Rising 2 doesn’t require them either so there’s no problem there too; however, you mention using other mods. Just make sure that these other mods don’t require either Far Harbor or Nuka World.

A great many mods do require the DLC as they use assets from them.
I am unsure if AR2 does.
