Don't know how it works on consoles though, you should check under additional content or whatever to see if you can uncheck/remove official DLC content.
These are DLCs. Optional expansions to the base game. They are not “required” for the base game to function. Though by now it’s rare, I’m sure there’s still people out there who play FO4 and don’t own these DLCs.
America Rising 2 doesn’t require them either so there’s no problem there too; however, you mention using other mods. Just make sure that these other mods don’t require either Far Harbor or Nuka World.
I am unsure if AR2 does.
