Why are people so incapable of speaking in clear English and say exactly what they mean. The answer is they live in their own bubble and assume everyone lives with them and knows everything they know.

I think F4SE broke because it is literally used to CHEAT in the game. It's a scripting engine, and probably used to do illegal things in the game. The mod manager has nothing to do with it, it's just Bethesda, they for many reasons don't want players cheating by using mods that have a lot of scripting on them.
F4SE is a Script Extender, yes.
It allows modmakers to implement features that would not be possible with only the mod creation tools Bethesda gave, and no, it has nothing to do with cheating.
It could be used to create cheat scripts, but you know, you can always hit the tilde key and turn godmode on, without F4SE.
It allows modmakers to do all kinds of stuff, like adding new mechanics to the game. For example, in New Vegas, there was no sprint button that I was aware of. Using NVSE, they added that functionality. This would have been impossible without NVSE which is why NVSE is required for that mod to work.
Yes, for example, in the past you were not allowed to use the console for anything or fast travel in survival mode, you needed mods that would break the mechanics of the game to do so. In order to get these mods you needed F4SE.
There's also a mod out there that re-enables achievements even with the use of mods and that also requires F4SE. These are examples, albeit minor, that would be illegal in the sense of gamebreaking mechanics.

While F4SE can be used to cheat/circumvent intended behavior, it's not always used as such.
There are plenty of mods that need F4SE that don't do stuff like that. And it's not "illegal". It's fricken achievements, whoop-de-doo.
And fast travel in survival? pfft. Who cares? It's not like it's an MMORPG.
