Dry Rock Gulch has quite a few. It's a western themed part of the park. Mad Muligens Mine has several outfits and hats (Cowboy, Black Cowboy, Propecter, etc).

There's a little side-quest that you can pick up in Bunkerhill, at the small bar/inn in the "town", where you have to retrieve their grandfather's hat, who was a minuteman.

Or check out the Super-Duper Mart, there's a bunch of dead minutemen there who might have hats equipped.

There's a couple dead Minutemen in Concord. One in front of the museum where you rescue the settlers, and one down the street to the right laying by the side of the church if I remember correctly. Or maybe the next house down? Somewhere in that general vicinity anyway.

I think one of them might have a hat you can take.

There's also several dead Minutemen in the Super Duper Mart in Lexington you could check.

Both locations can be explored very early on in the game.

Are the dead Minutemen's hats different from Preston Garvey's? because his doesn't look like a cowboy's hat.

There are 3 hats in the game that roughly seem tlo fit what u look for.
In Nuka World DLC its actually called Cowboy hat.
The Stetson worn by most Minutemen are actually called "Militia Hats" and the more rare style Preston Garvey wears ,is called "minuteman Hat".

If u dont want to wait until you go to Nuka World (which I recommend level 35 minimum) there will be dead minuteman to plunder at the places described elsewhere in this thread.
