I don't have my games in survival, but it still doesn't let me save in any way

I had this problem, too - I found out that one should add FO4 manually to gain access on one's folders on Windows security system or similar programs after 4.25 update. See if this works for you.

Instead of using “Continue” on the menu screen, use the “Load” menu. I had the same issue but using the Load menu seems to mitigate that.

Just do Option 1 of that:
https://www.elevenforum.com/t/enable-or-disable-controlled-folder-access-for-microsoft-defender-antivirus-in-windows-11.4013/
Just disable that.

And make sure the folder "My Games" in "Documents" is also added as exception in Windows Defender. Do the same with the games folder. In general this should be done for all games and the savegames of games. You can't download any viruses, malware etc. from gaming. No triple A game ever send a gamer any viruses, malware etc.

I had the same issue. On Windows 11, go to windows settings => Privacy & Security => Windows Security => Click open windows security.
While there, go to Virus and threat security. click manage settings under Setting for virus and threat security. Click manage under Controlled folder access. Go to the option to add an app access to Controlled Folder Access. Add Fallout 4 (found in Steamlibrary/steamapps/common/Fallout 4/Fallout 4.exe

Doing that allowed me to save again :)

(Im on a dutch system, I translated the names for the windows settings, they could be off but they should put you in the right direction).

this worked, thank you!
sorry for my english, I have the same problem and I play survival mod (I know it's not possible to save) but I downloaded a mod that allows me to save whenever I want. This was fine until the update! I downgraded to be able to play with the mods I have installed and from there I can no longer save!
I tried to deactivate the antivirus in vain, to deactivate the mods that could create some conflicts (including the mod that made me save in usrvival) but to no avail. Sometimes as soon as I started the game I was able to save, but after loading a save or waiting a few minutes I encountered the same problem...
What can I do for those who play mo2 like me and not the game via steam without mods?

  • If the game cannot create its .ini files and cannot save game files in the Documents folder, then check whether you have Controlled Folder Access in Windows enabled, and if so, add Fallout4.exe and Fallout4Launcher.exe to the list of allowed apps. Check your anti-virus software if you have any installed and create an exception for the game in case it is blocking it. Then check whether OneDrive is enabled and if necessary restore the Documents folder to its original location:

Reverting to the previous version of the game fixed the game for me, it's a bit of a process but I can confirm it works.
