really sad they called that update next gen and didnt fix this well known issue
If you have a Nvidia graphics card.
Go to Nvidia Control Panel, and turn on vertical sync in Manage 3D Settings.
Or create a custom setting for Fallout.

But u need Fallout 4 Script Extender (F4SE) for the high FPS fix aktuall it dont have the update for F4 update.

well ini tweaks dont rly work atm
also, if ur on amd's side u can limit ur frames with radion chill in the adrenalin software

Turning on vertical sync in Nvidia control panel under manage 3D settings worked for me.
There's a AMD solution further down the first page on the link I posted by Allein.
If you have AMD, go into the Radeon software and activate "Radeon Chill" in adjust game graphics. Limits the FPS.
