Its an installation problem.
Try a fresh install, make sure you nuke every FO4 folder you have, even the appdata/local one.
With an update like this one, a fresh install should be considered mandatory.

If not, at LEAST tell us what game we should be playing because it's obviously not this one right? You seem to really know what you're talking about. So just want your opinion.
Which one does it right, which one set your expectations? Which one makes you think this one sucks so much. Must be a pretty awesome game, I gotta play it. You gonna help us out or just sit there and complain and hope the devs give you what you want?
This mod lets your loading screen run at max FPS making the game load in seconds suddenly. Just copy both files into the directory fallout4.exe is located and you're golden!

Pretty sure that one was debunked in the posts from last night
But that nexus mod one really does help from what Ive read.
I did a fresh install and just loaded mine from the cloud and everything was good to go
