Make sure they're standing in front of you with a clear look at their face, and open the console and type "slm refid 1" where "refid" is the reference ID number of the NPC.(if her number is 00039et then you type slm 00039et 1) You can get that number by clicking on them in the console.
This brings up the "looks menu," which is what you created your character with at the beginning of the game. You can even change the face and skin color of the NPC if you want to go beyond simple cosmetic changes. TO FIX HER FACE SIMPLY SCULPT HER LIPS A LITTLE BIT, YOU DONT HAVE TO KEEP THE CHANGED LIPS AND HER FACE WILL CHANGE TO NORMAL. I JUST FIXED THIS FOR ME RN.
WARNING: Do not do this while in power armor, or it unequips everything you have on - including the Pipboy. You'll then need to type "player.additem insertpipboyrefidhere" to re-equip it to be normal.
Since she is unique coded: console command---> assign preset--> new appearance.
I have a collection of some gorgeous presets and do this will all my female NPCs that are unique coded, if I want them in my settlement.
There are some unique coded NPCs (such as piper and Lucy Abernathy) where this does not work w/o a patch as on leaving their cell and coming back thier faces will be deformed.
So when in doubt I always do a save right before applying the preset , then leave the cell , then return so see if the preset "took".
