I honestly don't know what to expect. The person who gave "Tad"(:steamhappy:) that stuff looked to me to be slightly changing beyond just ghoul-ifying. I have the suspicion that it's not just becoming a ghoul but something else.

Ghouls have regeneration especially from radiation but I don't remember anything as strong as growing a leg back.

they don't have to ruin canon on things like this, he can just be some wastelander who concocted his own serum... but it's likely another strain of FEV... cause how else is Lucy going to befriend a still-mostly-sane SuperMutant companion who doesn't know she's looking for the guy that broke his foot and caused all this, til the climatic showdown moment? Ooh drama!

ripped off the Forced Evolutionary Virus[fallout.fandom.com] wiki page:

"One common effect of FEV is continuous augmented cell growth, as FEV causes constant regenerative updates to cell DNA. In humans, this results in a mitosis rate at least 15% faster in super mutants, which also grants an extended lifespan. Theorized to be a 10% extension by post-War analyses,[3] FEV can actually render host organisms immortal: Augmented growth offsets cell death and the constant regenerative updates prevent genetic damage responsible for aging. It also prevents damage from ionizing radiation and genetic diseases.[21][22] However, there is a potential side effect: The same mechanism can also cause sterility, if FEV misidentifies gametes as damaged cells during the mutation process. In this case, FEV would "repair" the "damage," making these cells permanently non-viable.[23]"

*Look at Wheel of Time...then glances over at Lord of the Rings.

They don't have to ruin canon storyline but have you met Amazon Prime?

Is that power armor I see flying around really goofy like in canon breaking display of technology?

I mean Canon is whatever Bethesda says is Canon. That's kinda how it works. They could make up some completely new mutant for him to turn into and say something like "only .0005% of subjects exposed to fev turned into this and that's why no one has ever heard of it." And boom, that brand new mutant and that very slight possibility of turning into it is now Canon.
