Noire Penthouse is, literally, a mod. Its just a mod you bought from Creation Club.
1. Did the Noir have an update?
Lots of CC items received an update, I think Noir Penthouse was one of them.
(Not sure because I cannot update CC stuff until I install the update itself.)
2. Does CC stuff need an ini change to invalidate older files?
I almost want to say the missing textures come from them not being replaced properly.
And here I thought it was the jet Hancock gave me being a bit more potent than usual.
In all seriousness, the update seems to have broken a lot of weird random stuff across the board, and there are plenty of brand new posts about the brand new bugs I've googled so far. The "modern furniture" pack is listed as wanting an update in the Creation Club menu but immediately crashes you out to main menu if you try; it's still working in-game so if it's already installed, it doesn't seem to be a problem for now. VATS seems to be dropping in melee really bad after the update as well, and/or just sitting there doing absolutely nothing for ages while the enemy slowwwwly turns around to look at you... gives very Fallout 76 vibes with the way it's behaving. Fallout 76 gets regular updates and those updates regularly break things and/or change how the previous "break" was behaving, but those who don't play it and still play Fallout 4 are used to the concept of "this will never update ever again." Welp.

There has been issues people had in the past with missing textures. I think a few of them traced the source of the issue, but I cannot remember the exact fix. Try a search for "Missing textures" and look for the ones people posted screenshots of interiors missing textures.

Usually the missing textures in areas are all like bright and blurry. Those seem like they are just missing as if they were never built. Although it may be because it has its own interior cells LOD thingy rather than the typical white space?
