How I fixed the high game speed issue (AMD)
I had the issue like several others, that my game was running in a unusual high speed. Especially indoors.

This might be an issue especially with High Refresh Rate Screens. (Mine is 165hz)

What fixed it for me was

1. Set the refresh rate of the screen to 120hz in the windows settings
2. Set the iPresentInterval to 0 (found in the game installation folder in the Fallout4Prefs ini file)
3. Activating Radeon Chill in AMD Adrenaline and limit the FPS to 120.

Tried several other things I found in google before but those 3 steps finally managed to do the thing for me.

Maybe it can help someone else :)

€: the only issue it doesn't fix for me is the lockpicking. somehow the lockpicking screen still goes up to over 1k fps making it almost impossible to lockpick. I hope I'll figure a way to fix this aswell.

FPS is tied to physics even at 120hz ur moving faster, 60hz is the cap.

this not works after update, gam reset settings on start :/

Had my game running flawlessly at 90-120 FPS before the update borked everything. Even after rolling back manually it broke distant LOD, (hella flickering), and I can't for the life of me figure out a fix.

on windows desktop i had to change refresh rate down to 60Hz yesterday (so basicly like before next-gen update) and all worked fine (if u consider 60fps fine), But today i turn on the game for a minute with 144Hz and it looked fine with higher refresh. Hopefully mods will unlock 100+ fps

on 120 hz it seems to work fine for me. could be possible I'm moving a bit faster but it doesn't seem so. at least it's not nearly as annoying as it was before

i just went back into the file and it still is at 0. but I had the file editor opened the whole time while playing, maybe this prevented it from being changed?

can set it in the nvidia control panel and try with window mode turn off borderless Works fine for me with full REZ and then Set the iPresentInterval to 0 in the file even though im a 240 HZ it doesnt speed up.

nvidia control, Fallout 4 exe. FPS 120. Save it then set the iPresentInterval to 0 works fine for me window mode with out Borderless try that.
