same problem here. I tried all the tricks of resetting my router, restarting my PC, disconnecting from the internet...nothing has worked. i did open a ticket with Bethesda, I will respond if anything useful comes from it.

I had this problem. The problem was a mod that no longer worked or was no longer on the Bethesda.net page. What I did to fix it was to make a copy of my Mod directory (in Steam->steamapps->common->Fallout4), delete all of the manifest files in my current Mods directory, copy back the manifest files in my Mods-Copy file one by one with restarting the game after each copy to see if the MODS button now worked. Eventually I weeded out the manifest files that no longer worked and I could use the MODS button again. Make sure you make the copy in case this doesn't work for you so that you can restore the mods.

Hope this helps you.

Thanks for the reply. I an not a "tech" guy at all, but your explanation was spot on and easy to follow. Now all I have to do is go through 222 manifest files...lol.

Would this be able to be circumvented by downgrading Fallout 4 to pre-update version?

I don't know. I think that the problem is the manifest files point to files on Bethesda.net and if that file no longer exists then you get the error message. If the older version of the game just ignores not finding the file then it might work. Note that i only had 22 mods installed so it was rather easy to do and I got my mods from Bethesda.net. I don't know if it would be a problem with Nexus as I don't use Nexus. If you have a large amount of mods then maybe copying 5 at a time might be easier. I'm working with a lot of ignorance about how the game handles mods but it did solve my problem.

Uninstall game, delete everything (including my documents Fallout 4 folder, but keep the saves) and reinstall. Worked for me.

Would you mind telling us what mod it was that was giving you the problem? It would help us narrow down our search if we knew which mods have been proven to not currently work.

Thanks

My issue was "4359227-1.manifest". I would love to know if anyone can confirm what mod this is for me.

I deleted just that file, and now it works fine. Thanks a ton!

Delete all manifest files in \SteamLibrary\steamapps\common\Fallout 4\Mods\
You will have to download your mods again after that, but you will still see them in the mods menu.
