"Operation cannot be completed"
Next gen update broke the mods page for me and it gives me the error listed in the title /:

Same here, whenever I try to open the built in mods menu, I'm hit with that exact error and thrown back. Already tried verifying files, didn't work sadly.

I found a fix that worked for me:
I went into C;/Programfilesx86/Steam/Common/Fallout4 and deleted everything from the folder titled Mods.
When I rebooted the game I was able to get into the mods page and that message "Operation Cannot Be Completed" stopped.
Edit: I have Steam installed on a separate SSD from everything else so your folder location might be different.

It worked! I am able to open the mod menu and install more mods. Thank you.

Any idea on how to fix this garbage on Xbox S/X? Don’t think it’s possible to get into those files on Xbox, no way to purge my mods without opening my mods, no way to open my mods without the error popping up…

I think you are at Bethesda's discretion to update it.

So you went into C;/Programfilesx86/Steam/Common/Fallout4 and deleted everything from the folder titled Mods. Question, sounds like this also deleted all your Mods in your current game. Did you have to reinstall all of them or start an all-new gams? Please Advise.

I deleted all of them and started a new game but under the load order section you can see all the mods you deleted
