The Enclave bundle doesn't seem to exist?

The update said the below bundle would be added and free, but it is not on the store and the Creation Club items are still full priced. Did I misunderstand something?

Armor and Weapon bundle
X-02 Power Armor
Hellfire Power Armor
Heavy Incinerator
Tesla Cannon
Enclave Weapon Skins
Enclave Armor Skins

I think we have to do the Quest "Echoes of the Past" which starts on the road north of Saugus Ironworks.

They're integrated directly into the game now as add-ons. The quests start automatically when you load a game that's far enough in. I got six new quests as soon as I loaded my save after the update.

If you check the creation club though, I can see the power armors for sale there. They cost 800 each. The Heavy Incinerator too. Are you saying they are in the quest?

If i read the Patch Notes correctly than yes

You don't have to go into the Creation Club or have an account for that. Press in the Main Menu "Installed" and you should see these bundles listed there.

If not something is wrong with the game, try verify your files or reinstall the game
