Navigate to your Fallout 4 folder in My Games
This will typically have the following path:
C:\Users\%userprofile%\Documents\My Games\Fallout4
This folder will contain files like Fallout4.ini, and Fallout4.ini
You may need to install a program like Notepad++ to modify and save your changes, but you may be able to get away with the standard Windows notepad.
Open the Fallout4Prefs.ini and find the bGamepadEnable command under the [General] section.
If it's currently set to 1, change the value to 0 and then save the file.
I had to use Notepad++ to set the file to Read-Only after saving the changes, because the setting kept reverting each time I launched the game.
If the option is bGamepadEnable command is missing, add it under the General section.
You end result will look like what's below.

bGamepadEnable=0

Posted a possible solution
it's your fault
1. In the Steam library, go to the game's properties.
2. Navigate to the "Controller" section and set the override for Fallout 4 to "Disable Steam Input".
3. Go to "Documents\My Games\Fallout4" and open the "Fallout4Prefs" file.
4. Search for the following line:
```
[General]
bGamepadEnable=1
```
5. Change the `1` to `0` and save the file.
6. Start the game.
It should work now! Have fun!
