Mysterious Signal not coming in

the quest where you get the Halloween settlement items is not starting. when i tune into the station i get nothing not even static. anyone else having this?

Go to the Harbormaster hotel to start the quest manually (first door on the left). I've been spreading the word.

My signal too was not coming in, I took the approach most suggest and just went to HarborMaster Hotel. When I entered nothing happened for me. I saw in one other post a fellow wastlelander posted you can just enter this " setstage ccFSVFO4007_Quest 20 ", and it will get you past the signal part and into the next step. I'm not sure if this only works on PC, as i'm not on console but it did work for me. I was already inside when i entered the text.

i went to the hotel and opened the door on the left, then the message “mysterious signal quest” failed

To bypass this signal you only need to go too Harbormaster Hotel to start the mission proper.

But surely the second stage of the quest has to trigger first? I mean, this worked for me first time no problem, but if some players don't even hear the strange sound when they tune in, does the second stage to 'investigate' actually still trigger?
