It's the bad framepacing and the broken physics that happen at high FPS that causes it. There is no fix for it.

The only thing you can do is to play the game at 60 FPS. But 60 FPS in the year 2024 on PC is just nothing but a shame.

With me is happening the opposite when the FPS goes to high the game runs like it is on steroids, the character runs like it's the flash.

Not entirely true, you just need to cap the game at 60FPS.

The game's physics engine is designed around (aka capped at without mods) 60 FPS. Running higher than 60 can break a TON of things. Animations, day/night cycle, grenade physics, speech and NPC interaction just to name a few.

Yeah... Best to just cap at 60FPS for now

I don't know off hand. I believe you go into Nvidia control panel and do it from there. I would look it up though as there is a ton of useful info on the subject.

Only reason I know this but not how to fix it off hand is because it's a very common issue, but I solved it with mods, and then prevented steam from auto updating and breaking said mods.

i tried capping it at 60 and the problem is still there. weird. its smooth but everything freezes for like a micro second constantly

Ah, unfortunate. It's possible it's something else causing the stuttering then. I would still keep the game capped at 60 as that can prevent a bunch of other issues.

I'm sorry I wasn't able to help with your issue though :(

Same issue here, did you resolve ?
Cheers

OP sometimes this is called stuttering/microstutter. Try borderless vs. full screen and if you use v-sync apply it using nvcp instead of in-game. This stuttering effect when moving or turning the camera while the framerate seems fine is very common in bethesda games.
