Enclave isn't an option and there's no evidence they're active in the Commonwealth. Any traces of them was from before the bombs.

The Enclave isn't joinable without cheats, but its theoretically possible to join them with commands. Each faction has an ID number and can be joined by using the command "Player.addtofaction [Faction ID] 0". Unfortunately, not even the Fallout wiki knows the Enclave's faction ID.

Uh, yeah, the Enclave ain't exactly welcoming or even tolerant of outsiders. They're pretty big on the whole human purity thing and view anyone with the slightest genetic mutation as something that isn't "pure human" and thus needs to be exterminated. For the good of humanity of course.

Though the ugly truth is that's just an excuse. Their true goal has always been global domination through genocide. So even if you did somehow manage to pass any "purity tests", assuming they let you take any, they'd likely shoot you anyway if you don't have something of significant value to them, like special knowledge or skills.

I just did some testing and I believe the Enclave's faction ID is "FE008008" so for the command it would be "Player.addtofaction FE008008 0".

P.S The command will not affect Enclave you are in combat with until you leave the area.

To join the Enclave you have to play Fallout 2, face Frank Horrigan in battle, and wait arround afterwards. As Frank says:

"You and your mutie-bastard friends are gonna join me in a big ol' mushroom cloud sendoff. I just triggered the self-destruct."

It's kind of like how you can join the Unity in Fallout 1.
