I run Storywealth + a lot more graphic mods and i'm at a steady 60fps even in Boston.
(i7 12700k, RTX 4070ti 12gb)
Check your NVIDA control panel, make sure Fallout 4 power management is set to performance.
Of course you red the full description of the collection but just in case:
-make sure the DLC "High Resolution Texture Pack" is NOT installed !!! (this DLC is a joke)
-Using BethINI, make sure you're in "high" preset (not the ultra)
-1920x1080 (yes I know, it hurts, but with the right ENB you won't notice)
With a rig like yours it would be tempting to set everything on Ultra with the 4k DLC, but trust me, it is not worth it, you can"t see any differences!
Last but not least, yes FO4 is "more recent" than Skyrim. BUT it's so much less stable and optimized (and less loved by the modding community) .
So, I too have a 2k+mods skyrim install, no issues. But with Fo4 don't expect more than 800 mods before having an unstable crashing mess.

High Resolution DLC is NOT installed as instructed by the mod description.
I tried setting INI to High and Ultra, no changes in fps.
1920x1080 is really not an option since I have been playing on ultrawide for years. There is no going back from that lmao if I can't run or set up a game in 3440x1440 I don't play it.
I will try performance mode in NVIDIA control panel, though, this is currently set on default. So thanks for the hint.
And yeah, it's crazy how badly optimized FO4 apparently is. Nolvus Skyrim runs with 2000+ mods, 4k texture packages, the difference in textures is actually insane compared to FO4, everything simply looks so much better, and it runs completely smooth, even in the cities.
For me, modded Skyrim is probably my favorite game. But I was actually looking forward to go back to the wasteland for a while and enjoy the change of setting, especially with an apparently amazing mod collection. But the fps is killing the fun completely, unfortunately.
I modded the game for years. Just trying to save some time and something new this time.
And it's a Nexus Collection. I think it's fair to assume a lot of people here use Nexus and even that same mod collection (there are tons of threads). Steam discussions are just easier to initiate and usually provide faster answers.

I see ! I feel you on this ! Even if this is clearly the reason of your FPS issue right here, not because of your rig but because of Fallout 4 being optimized like half baked cheesecake, I sincerely hope you manage to find a viable solution !
Well modded, it's a great game!
Not stupid at all, but I tried both as well. Capped at 60, 100 and uncapped. No changes in fps at all, actually, which is weird.

I'll try some more tweaks tonight. If I can't get it to work properly, I'll abandon ship.
Actually this is caused by one of the mods in the collection, I think it's called High FPS Physics Fix. In has it's own .ini file, where it's set to be locked at 60fps.
Found that out recently, as I also just got into StoryWealth collection.
Go to Nvidia Control Panel, click "manage 3d settings", click the dropdown to see if fallout 4 is in that list, if its not, click "add" and find it in that list.
After that, scroll down a bit and turn vsync OFF and set max framerate to 120.
Fixed all my dumb issues with Fallout 76, might work for fallout 4 as well seeing as we have similar PC's and similar issues. :)
This is the correct answer. Go to : Fallout4-Data-F4SE-Plugins folder, find "HighFPSPhysicsFix.ini" and go to the "Limiter" section. You can change the framecap there. I have set mine to 116 fps for a 120hz screen. 116 fps for the Interior/Exterior setting, Loading screen setting left at 350. Lockpick & Pipboy fps left at 60 fps. It's a miles smoother experience if you have semi-decent hardware. I'm running StoryWealth on a 7900XTX.
