Would really help to know what your system specs are like, and whether you've added any of the various texture packs or mods.

Go to the top of your Steam library window, click HELP > SYSTEM INFORMATION and post the list here.

If you have downloaded the bethesda-provided "High Resolution Texture Pack" REMOVE IT. it's not worth having and has bloated your game files to an improbable size, and is only good for people with truly - actually truly - monster machines.

Check your game's settings, re-run your settings by starting the game using Steam's launcher. If you're running a modded game this might briefly interrupt your ini / prefs but it might be worth doing anyway.

Also may be worth validating the game's files.

If your computer is slow, or has very low vram available, it's likely having trouble just loading all the textures at all. Those low-rez textures are there for your long distance viewing only, saving on rendering them until you're up close.

This can happen when you're running out of VRAM/RAM or when using mods whose purpose is to decrease load times.

If it’s a VRAM/RAM issue, you’re gonna need to lower your graphical settings, and if you’re using mods that add in a bunch of high resolution textures (whether it’s the official High Res pack or ones acquired elsewhere) you’re gonna have to either downgrade them to a lower resolution or remove them.

Personally, I don’t go above 2k for environmental textures (flora, buildings, etc) and creatures/non-human enemies, and use 4k for weapons and armor/clothing. Also keep in mind that you really don’t need high resolution textures for small objects, it’s just a waste of VRAM/RAM because you’re not really gonna notice a huge difference between 4k, 2k, 1k, or 512MB unless you’re holding the object in front of your character’s face.

If you’re using a mod that makes load times faster - get rid of it. If you’re experiencing this issue there’s a very good chance that by removing/disabling it, this issue will not occur anymore.

Loading screens exist for a reason, as annoying as they can be.

This is the game properly loading up all the textures, models, etc in the area before allowing you to resume play.

Mods that make loading times faster usually accomplish this by forcing the engine to take shortcuts in this process or attempt to force the engine to use more VRAM/RAM to try and make this process faster.

Unfortunately, it doesn’t always work as intended, and if you’re already taxing your hardware with high resolution graphical mods, it can lead to you loading into an area before the engine actually manages to properly load everything - resulting in lower resolution/fuzzy versions of your textures.

I use a series of 2k and 4k textures, an ENB, and many of other mods. My system specs would’ve been considered “high” in 2017, and I have the game loaded onto an SSD. When using a mod that made load times faster - I experienced the same thing you have. Usually after about 30 mins of play, and the only way to resolve it was to exit the game and load it back up again.

After removing the faster load times mod, the issue disappeared. It hasn’t occurred since then, and interestingly enough - my load times have not gotten longer…almost as if the only thing the mod did was mess up my game.

I've used Load Accelerator up 'til recently when I swapped it out for Long Loading Times Fix and never encountered such an issue with either, though I haven't tried High FPS Physics Fix 'cause I'm on a 60Hz monitor. 'mebbe I lucked out, but you couldn't pay me to go back to the previous load times this title is downright infamous for regardless.

It's an engine bug. Your textures are being loaded. The problem the LOD textures are not being unloaded. It also happens in Skyrin SE although less often

I forgot to add, if you save your game and exit and then restart and load that save your textures will be fine

Long Loading Times Fix was the one I was using. Before using it I had no issues with texture loading. While using it I encountered the OP’s problem consistently (always about 30 - 45 mins into playing).

Immediately after removing it, the issue stopped entirely.

I don’t know what it is about LLTF but it can create this issue, others have reported experiencing it too.
I've seen some bug reports, and don't doubt your account of it. I've run LLTF since October and it hasn't presented me with a problem, save for the one time that I had to resort to the three-finger salute to close down the game. Which never happened with Load Accelerator so far as I recall.

Don't get me wrong, I'm not trying to sound like I’m stating that the mod is broken and this occurs with everyone who uses it, because that’s not true.

However, if the OP is using it or a similar mod and is experiencing this issue, they may find that removing said mod will fix it - much like it did with me.
well, I started up the game just now with the mod removed and walked through a door and the load screen took a reasonable 29 seconds. proceeded to leave the cell through that very same door and ended up saying out loud "c'mon I'm dying of old age here" at 2 minutes, 30 seconds. it was another 15 seconds 'til I was finally beyond the load screen door. so I'm back to being a happy user of Long Loading Times Fix.

I'd recommend a simple main menu exit save, but the game likes to vanish when you do that and your exit save isn't always made. Low resolution textures and incomplete pop out has been around since fallout 4 came to PC and the HD texture pack has it, and without the HD texture pack it still has it. Vanilla or not. Trust me. I've seen it for as long as I owned this game. I swear I saw it on Ps4 as well, but don't take my word abut ps4 too, I can't remember.

I hope your system specs aren’t better than mine, because for me - without any sort of mod that shortens loading times - the longest I have to wait is 20 seconds with the average being 5 - 15.

And that’s with a GTX1080, an i5 CPU, and 32GB RAM running at 4k screen resolution, ultra quality game settings, 700+ mods, Visceral ENB, Ultra Exterior and Interior Lighting, and full 2k environmental and 4k weapon/armor/clothing texture coverage - installed on an SSD - and getting 30 - 60 FPS for exteriors and 60+ FPS for most interiors.

I had the game installed on an nvme m.2 ssd until about a month ago when I moved it to a Samsung 870 QVO 4tb. 32 gigs o' DDR4, rtx 2070S and an i7 9700k. Load Accelerator was the first mod I installed within the first 3 hours of purchase and I've run FO4 with everything from 0 mods to 150 mods and anywhere in between. always stuck with the same excruciating load times without said mod. This game is somethin' else, I tell ya.

I don't think the graphical quality issue is related to system specs. My system is a beast and I still run into this issue on medium graphics after ~30 minutes of play time. It's only certain textures that seem to be impacted though: trees, roads, walls, doors, robots, clothes, clutter. Water, people's faces and skin, weapons, and power armors seem fine no matter how long I've played. Super jarring to be talking to an NPC with a clear face, but their clothes look like they're 50' away. Sentry bots are the worst, their upper half looks fine, but their legs are all blurry (I like Automatron and having a sentry bot companion that doesn't give me crap for picking up everything or talk my ear off). I didn't have this issue before the latest update, so I imagine Bethesda pulled a Bethesda to make it, "it just works!"

Your system is not a beast with this game's engine if your textures are so broken you can list off half the textures in the game as 'sometimes they don't work'...

If it's only after the update, then you need to make sure that your game is actually running on the video card properly, and that the card's drivers are the correct ones.

Your vram probably is too low or the drivers simply aren't working with the updated game. Nothing you describe happens in a normal version of the game, so you might also consider verifying your game files and make sure that the game isn't simply not downloaded correctly.
Plus if this "happens after 30 minutes of game play" are you on a laptop? If it's overheating, there's your issue.

Ooooh are we playing the assumption game?

I can do that too, my assumption is your mods are broken because they did not update when the references for textures were moved around in the Next Gen update.
