Terminal locks rarely disengage. Did this old bug return with the update?
I'm finding terminal locks won't disengage, even when they're saying they're unlocking, they stay lockeed.

I'm not using any mods.

I never had this problem on other playthroughs myself, but looking it up ...seems it was an issue.

Are you in PA when on terminal? had it do it to me way back, i could interact with many terminals in PA without a problem then suddenly had to get out for the door to actually open.
Might`a been a CC armour mod. Haven't come across it since.

No power armor. I interact with the terminal just fine. I hack it. I choose to disengage lock and it tells me it's doing it, but it doesn't get done and remains locked.

You need to wait until the message,,,opening the door or disengaging goes away. Takes like 2 secs.

Not had any issues with this. Before the update or after. I have several CC items. But don't use any outside source mods.

It's actually taking a lot longer. I've counted to 20 and it has continued to hang.

Well, that is not normal for sure. Not had that issue. Ever. Do you have the game capped at 60 fps? Exceeding that can cause all kinds of issues.

Quite a lot of the time I've had a character start out with the terminal locks being able to open almost immediately (as the notice appears in the terminal), then at some later point on the playthrough they'll start taking a few seconds longer and remain like that afterwards (as if the terminal takes longer to find and open the door before giving the message).

I've never found out exactly why, so I can't say whether it's just having played for long enough to trigger it or if there's a specific cause. For me it was never especially long so I mostly just ignored the delay.

I went back to the Army outpost near the Drumlin Diner trader and the door was open as if it had opened even though it didn't. The bank in Lexington door opened this time, where it didn't before.

Safes have worked without issue, the delivery bay doors at the super-duper mart worked on the first try.

I'm not sure if it's just the maglock doors on their 1st go or what the rule might be. I haven't put points into hacking, so I can only test on novice terminals.

Their question about 60 fps is the important part though. As when you run the game higher it may experience odd glitches and these may be among them if you're running higher.

I have this issue on a vanilla game installed recently. I usually solve this by opening/closing the Pipboy or through waiting/sleeping 1h if some furnitures are nearby. It opens right away after that.

Lock your framerate to 60.
