Then install it correctly. It needs to be in the right place, using the right exe as its pointer.
But the rollback still needs to be done properly - i.e. all the assets need to be redownloaded, the application needs to be reinstalled, etc. There are a lot of guided on that, like this one:

When you have a modded game, you CANNOT USE THE STEAM PLAY BUTTON.
That's literally defeating the purpose of downgrading. When the game is run by clicking PLAY on steam, it *detects that the game is erroneously running the old version* and is supposed to update itself.
When you want to run mods, you MUST only run them using the correct version of F4se or make sure that your mod organizer if it has a launch feature, is also pointing correctly at the right game and f4se install.
However you might want to also search here for "black screen on load" or "game won't launch" threads. It might be something entirely outside of this.
vortex will install the proper version of script extender from nexus.
if you are downloading a mod that needs the SE and the mod has been properlly updated for NG then it will prompt you to install the proper version of SKSE, on top of that, any patches youll need to make it run also.
i had this same problem, re did it again 100% in vortex and its running great now.
also, i could be wrong, but another thing i did was didnt use mods from inside the launcher, only from nexus. not sure if that matters, but when trouble shooting all steps are important to mention.
