Steam error. Application load error 3:0000065432

Help pls. I tried many ways to solve this problem and nothung helps. I have already:
1) run the game and steam as an administrator
2) verified the integrity of my game in steam
3) excluded fallout 4 and my pc in anti virus program
4) reinstalled steam and game
5) moved to another disk
