i don't think your gonna find a game that is an exact copy of fallout 4 - Your just going to find games that are more focused on a specific aspect rather than a mongrel of a game like this.
Thanks lots for your info. Very appreciated & thanks points sent. ;-) Kinda sad. I got FO 3 & 76. Did 1st few FO 3 missions then stayed hooked on FO 4. Knowing the outcome of FO learned in FO 4 makes me less inclined to move on to FO 3. But maybe it will be interesting enough to see how it can play out leading to FO 4. FO 76 I don't find remotely satisfying like FO 4 plus not being single player upsets me sometimes as I just wanna admire the scenery & attempt missions. But even staying away from other real players, minding my own business, some chase, shoot & kill me. No God mode possible against that nasty nonsense. So I don;t much feel like more of that. Hearing about FO 5 in the works would be something to anxiously look forward to. Dunno if it is or will be. Thanks Agin to you and any further ideas from others here. :-)

Starfield ... not the best game, filled with boring dialogue, that you'll find yourself skipping constantly.

Story .. Rich People try to force you to do their bidding, for free. Here's a mining job, first task is touching a Stone, you now work for us for no pay, and you no longer have a mining job on Day 1...

Fallout New Vegas ... haven't played it, but it's cheap and very popular.

Fallout 3 ... same as Fallout 4, but completing the story finishes your game. There is also a limiter, when you reach your Level limit, you stop getting any Perks. Bethesda knocked up the price from £7 to £35 after the TV Series was aired.

Seeing as you're presumably too busy to look at the settings for games you own, try doing a websearch for the phrase 'Pacifist Mode'.
F76 has many flaws but the only valid* 76 issue you've presented here is the multiplayer thing.
*as in 'issues without a solution'. Your feelings themselves are valid, that's how feelings work, nobody can take that from you, I'm not arguing for that. But your beliefs aren't valid, because they're provably wrong (see also: Pacifist Mode).

That aside, consider Generation Zero. It's like 'what if Fallout was boring', but the setting makes it worth checking out. Can fortify areas but you can't build houses etc.
There's also the STALKER series, which is basically 'Fallout, but in Eastern Europe'. No building at all, no sense of 'a place you improve'. But the NPCs have personality.
Far Cry New Dawn is like a fun version of Fallout, but then you're playing a Ubisoft game, which, ewwww gross. But at least you'll be able to build up some areas etc.
And you can't go past Minecraft for building stuff. Bedrock version even has Fallout-themed world/skins. No real NPCs though, obviously.
I would advise Wasteland 3 as decent choice. It's a top-down game, not 1st person, although there are a couple of 1st persony bits, but it's a good game with about as much interesting stuff and choices as fallout or any other rpg. You even get a big truck to drive around. The Campaign quests are even decent with several big choices that really impact what happens later.
Some good writing, characters and humor.
Two titles come to mind; RDR2 and GTAV, but neither of them have any building component, but they do offer plenty of very interesting and comical interaction with NPC's. Both games are infested by che ating scum unfortunately, but there are ways to play both solo or with friends.
If you don't care about the online portion - It's fine. Online is predatory - MTX's, Time Vampire mechanics - Cheaters that have way more power then you can imagine. Just over the winter time Rockstar did a massive banwave on legit players who got tagged by Cheaters so many people lost their accounts.
If your going to play online - do the Private server mod for RDO, or private servers for GTAO - and that also if you don't mind Grindfest with daily's and "Monthly bonuses" - all these mechanics will try to get you to spend money. DO your research before deciding to go online - That's all I have to say.
Both excellent openworld games which I play ONLY offline. I tried GTAV Online once - never again. It brings out the WORSE kind of online player ever. I kid you not.
