Console command for Terminals
Since I installed Fallout 4 post-update, the console "unlock" command does not work with Terminals. I've googled this, and found that there were problems and workarounds for this in the past. So, I'm thinking the "next-gen" update threw a wrench into this. Has anybody else experienced this and gotten it to work.

It does for me. Not seen any difference after the Update. Open the console and click on the very center of the terminal. Type unlock. If you get the message terminal unlocked, then you are good to go. If just the message, unlocked, it failed. Close the console and then open the terminal.

Take note however, some will not respond to the unlock command. But the large majority will.

Probably those that require a password to be found in game, ie the ones that can't be hacked.

Cap your frame rate at 60.

I found later on that the command worked on a terminal in the Railroad HQ. It wouldn't work on terminals in the "Tradecraft" quest. So, I think the reply I quoted, and the reply from "The_Inept_European" are correct. Thanks for the replies.
there is no setting for max framerate, that would come from your GPU control panel, but if you're using F4SE it bypasses the launcher now, you have to manually run it from the Fallout 4 directory, it's called Fallout4Launcher.exe if you want to use the GUI to change the related .ini settings... or just manually edit the .inis directly.

I never found terminals that annoying to need to use unlock on them, and Fallout 4 is child's play compared to FO3 where words were 2-3 characters longer for each difficulty, and you could be permanently locked out...

If you're not using a console mod that lets you actually see what you have selected, it could also be that you're "unlock"ing on a shader effect like dust layer, not the actual terminal; if it doesn't work, assuming it's not a quest or script-driven terminal, just roll the mouse wheel down one notch with the console open, and I bet the refID number changes to something lower behind it, like the terminal.
