Owning the base game should be a thing. But What makes you think we can't use mods?
Would prefer not to use mods anyway so no loss for me. But you can still use mods lol Not sure where you're getting your info from.
Sadly, such things do not exist. It's only ever Vortex.
FOLON is going to release on GOG based around the pre Next Gen version of FO4?
Fallout London is being adapted to the next gen update, but note this quote from the article:

Sir, there are two ways to use Mods on Fallout 4
-Use the Bethesda supplied Creation Club (CC). this is easy to use from the game CC mods menu, many of those mods are for (small) pay in Creation Club credits. Though these credits ultimately must be bought with real money (albeit not expensive IMHO).
-The 2nd way (that I and many others) use is to log on to nexusmods.com download their mod manager Vortex (there are other mod managers out there but this one is arguably the most common) down load fan made patches and then download mods from Nexus.
Its slightly more work but a lot more rewarding IMO.
Many users (and I am one of them) feel that the free offers on nexus are often better curated/maintained because community feedback is open and encouraged to those mods.
In CC its take it or leave it and on occasion broken mods can stay up a long time.

PS: I sincerely hope FOLON will be released for the unupdated game version as well.
There are so many, in my opinion, must have mods, that may never be updated by their authors to the new updated game.
So I will likely never update my game and would miss out on FOLON then.
