Try uninstall, then deleting files or folders that are left behind.
Reinstall the game.

Update your graphics card drivers
Update your operating system
Update any software for applications you have installed
Disable/turnoff any applications running in the background
Update you motherboard bios and software (check motherboard manufacturers support website)
Update your peripheral (mouse, keyboard, headset, etc) firmware and software
Update firmware and software for your SSD

Everything is up to date and it still isn't loading. Fresh install. Validated files. Still not loading.

Have you tried starting the game directly from the Steam folder? Some have reported a missing or outdated VisualC++ when trying to start the game.

Here the links to the most common ones:

DotNet https://dotnet.microsoft.com/en-us/download/dotnet-framework
VisualC++ https://learn.microsoft.com/en-US/cpp/windows/latest-supported-vc-redist

So the launch window opens and when you click Play it doesn't load?
What version of GPU drivers are you using?
System specs?

Are you using mods? Or save game from a modded playthrough?

I'm having the same issue, every other game loads and I've updated everything but no luck.

If some of ya'll had mods from Nexus or elsewhere from before, deleting the game and reinstalling won't work to get rid of them, and they are likely your problem now.

You need to find the proper folder where these mods are kept and delete it.

also struggling with this for fallout 3 and 4. updated drivers, reinstalled, clean install, removed workshop content. I hit play and i get a black screen for a split second then crash back to desktop. works on my desktop just fine. but not on laptop with i7 and gtx 1050 at 1080p.

Make sure to use the GTX and not any integrated GPU. Check the Nvidia Control Panel and set the GTX as your dedicated gaming GPU.

Try to delete C:\Users\{YOUR_WINDOWS_USER}\Documents\my games\Fallout4 It worked for me (reinstalling the game does not clear that folder). Note that your save games are all there, so if you want to keep then copy to somewhere else
