Yes I do this, I also just like clean stacks of supplies rather then 1.000.000 random items so I scrap them regardless.

I was never able to get a town with over 80 settlers where it didn't start bugging out. 77 was a good number for me but I had to keep it under 80.
The answer to all your problems is above.
Some can use what many call a exploit to artificially increase the build limit of a settlement by dropping and then picking up weapons.
Dropping a junk item or weapons on the ground and then scraping them can also increase the build limit. Which I do use that method to break down my junk items. But I don't go hog wild doing it just to increase the build limit.
Depending on the size of the build bar (not the physical area) of a particular settlement, it can take a LOT of junk scrapping to open the bar. Scrapping weapons off the ground (not through a workstation) is the fastest way to do it. Sanctuary Hills, Vault 88 and Spectacle Island are probably the three biggest and take the most work to open up. Some users have reported that storing items in the workbench does the same thing, but I've never had that work in any of my playthroughs.

The triangle of death as it is known because of overlapping areas is notorious for it, as soon as you get some shuddering its time to stop building.
I was never one to use the exploit of dropping junk it was too tedious and boring when you can just use the console and extend the build limit with setav. You just have to be careful in using it and not go crazy with building stuff.
Selecting a workshop item you badly need, when you can't build anymore is easily fixable also for anyone not using mods.
Rice crop(anything 0.5 and in bulk) is 10 items 2x=1 for 5 food. Select the mutfruit from the workshop menu(it doesn't display because of built limit) make sure it's selected(but not showing/invisible) then approach 1 rice and workshop store the 0.5 rice, One x 1 food now appears ready to plant. 2 from 1. 5 from 10 food.
Same with the copper wires you may have hastily put up and may just need rearranging or stretched out later.
Select a bed or whatever you need but it's not there(invisible) of course and remove the copper to workbench. Your bed appears ready to place. Now replace the wire :)
Be carefully not to mix the routine up without having the invisible item you need selected, before sending the already placed item to workshop, it will swallow it up and you can't replace it and have to start the routine again.

I agree. And even with weapons for the player to use, ballistic ones seem to perform better.
