The credits the update introduced call it the 2024 Update with no mention of next-gen anything. That's Bethsoft's tricky marketing. If you read the update and patch notes carefully, you'll see that their marketing never said the update would make things better on modern PC hardware.
We can't use the excuse of it being called next-gen when they spelled out what they think it means. We simply read stuff between the lines that just wasn't there. Bethsoft's been doing this tricky wording for bait-and-switch hype inflating.
You seem to not understand what this thing is.
This update is a marketing stunt designed to revitalize word of mouth around Fallout IP, partially in conjunction with the release of the TV show, aimed at the next (current) gen consoles.
The Windows version of the game got it just by the way, mostly for the sake of getting an update so their PR doesn't have to deal with complaints on Twitter that PC is not getting anything.
How can an update on PC, a platform without the concept of generations, can be any 'gen'? Can you explain that?
It takes a handful of seconds to glance over update notes and come to the conclusion it's a very small update.
Your mistake is reading, uncritically, marketing labels and terms and not assuming it's total and complete bull$hit without any real meaning.

And what does it have to do with your initial question? Is 'next-gen' is a synonym for a 'game without bugs'? Did they promise anything about polish or bugs? It's a minor technical update, centered around performance and video modes for consoles when you get down to it.
It's a game from BGS. It was is and will remain a buggy, undercooked mess in many places, just like all of their games. They don't bother to even reach out to the creators of F4SE or community patch, to improve anything inside F4.
Fallout 4 was abandoned for many, many years. You're really not aware they do not give a flying fu.ck about these things?
The game was and is selling, above that- they have no pressure to do anything. Maybe the long-term critical flop of Starfield will result in some changes in Bethesda and inside of BGS.
This is from news released on the update, dated April 11:
"Return to the Commonwealth April 25!
We are releasing a free Fallout 4 update for PC players! Experience Fallout 4 on your next-generation PC with widescreen and ultra-widescreen support, as well as fixes to Creation Kit and a variety of quest updates.
Players with PC versions of Fallout 4 on Steam, Microsoft Store and GOG will receive stability, mods and bug fixes."
When I read through the above, it explicitly refers to "next-generation PC's", and it combines the words "bug fixes" and "stability" in the same sentence as "PC versions" of the game.
Not sure about you, but my understanding of what I read is that the game was to be improved for next gen PC's.
I have not yet updated my game, so I cannot comment on what, if anything they fixed and/or improved, but the expectation from any reasonable player of FO4, based on the news release, is that the game would be improved for "next generation PC's".
You still can try to use console command to remove it so there is that method.
You will be waiting a very long time if you expect Bethesda to fix that.
And yes, they white-lied about it being `next gen`.
