Allen Lee not affected by 'Grape Mentats'
Why is he the only person that isn't affected by Grape Mentats effect?
Is it because I'm still early at the game and haven't given any help towards him or simply he just doesnt really bother with the Mainlander such as my character?
.
I wanted to buy [314] 45-70. ammo from him but it cost 1256 caps, and not discounted with 'Grape Mentats' effect.

There is an upper cap on bartering and you have already hit it before taking the Grape Mentats. This is the most likely explanation. It happens.

Grape Mentats just boost your CHA as far as I know.
I know the description lists a bartering bonus separately, but it's just stating the effect of the CHA boost. I don't think any bartering boost is coded separately.

An easy test is to do the same test on the other vendors there at Far Harbor.

In fact if the caps amount isn't moving at all, zero, you don't need Grape Mentats to test it, you can test it with a beer (+1 CHA).
Also don't buy from Alan Lee, he's a fascist. 😁

To be fair, its Allen Lee. No amount of charisma is going to stop him from being an a$$hole. Just be happy he didnt shoot you, for having the audacity to think a mainlander can purchase his goods.

i have 15 cha with grape mentats active, but afaik its still works outside far harbor
*e;g Arturo in DC
15 CHA is about the limit, maybe slightly above it.

Like I said, compare to other Far Harbor traders.

There might be a bug, it's possible.
