Should I sent him back to Far Harbor or to use him as a settler in the place he actually wants to stay ?

It literally doesn't matter. If you keep him there, he becomes a settler.

I've never tried keeping him at the center. He's such a crotchety old buzzard I don't want him gumming up my works. God only knows what he'd say, if they gave him dialog options, when he sees me ripping up everything and throwing in a massive condo and hotel.

Well he's gonna stay where he wants to stay, he likes to grow food so I let him be. He got two settlers with him to protect him so he'll be fine.
