Report a translation problem
That is the beginning of either to low of a video card/system or its starting to become damage and will go out soon if not replaced.
System Specs including video card/system info would be helpful.
They did something to change the model and the game does not like it. It happens all the time when I try changing the hairstyles on settlers
I do not have your problem but I also don't use any mods that would change power armor.
That is whats known as tearing.
I can literally cause that same effect that screenshot is showing by using SLM and changing the hairstyles on my settlers. It winds up with a corrupt mesh for the hair.
That is definitely something that edited power armor. If you know how the meshes work a NPC without power armor is shorter, the power armor stretches and elongates the NPC inside. For some reason the NPC is not being stretched and elongated, hence Danse's head being much lower than the shoulders. Which is also causing the rendering to use points that do not exist cause the weird graphics effect.
Couple of wild guesses.
has Fusion girl body and Zaz extended Skeleton... but forgot to grab Body talk 3 for the males....
Seen this behaviour (or similar) before and its almost always skeleton related.
Most likely, whatever mod in use did not get updated dlls for the NG patch.
Do you even know what Fallout 4 video card requirements even is?
It is just about any graphics card made in the last ten years.
On top of that the screenshot is in an INTERIOR cell (Cambridge Police Station interior) which has nearly nothing for graphics strain. So no idea where you keep getting this "too heavy for the GPU" idea from.
Time to play "Disable mod roulette" and see which mod is the problem.

- Disable all to make sure it goes away
- Enable mods one by one and see which causes it.
