Because I do, and even without starting the quest I can visit the Nakano residence just fine.
IF the map boarder is not letting you get there, that tells me that either the DLC is not installed, or you have a SERIOUS issue in the game!
If its installed... verify files through Steam... and see what happens.
Right click the game in your library > properties > DLC
yep. do this.
If there is no "check mark" next to the DLC, its not installed. click the box, and wait for the download and you're golden.
not aware of a mod that does this... (I know of some mods that move the boundaries OUT, but not it....). Are you suggesting a mod conflict?
Do you know of a mod example that I could take a look at... might help me in a project I am working on.

The mods did not do this on purpose. They mistakenly included records that they should not have

trying to get an invisible fence set up for a mod to limit the player's movement on the map under certain conditions, the "out of bounds" trigger has a few nice hooks to use to trigger an event, just need to figure out a way to set the boundaries, change them, and move them as I need for the project.... And it may not even be doable.
