Never had the bug myself, but neither have I used America Rising either, so maybe it's that Mod doing it somehow?
This. I think the odds are high, the mod is causing a conflict.
Which is probably why the first four words of my post were, "I've finished Dangerous Minds."

then enter memory den and talk to amary.
if you get the dialog from amary , curie should start to speak and say she will stays with amary.
if not work try

inside memory den just before talking to amary.
The problem lies with Doctor Amari not recognizing her dialogue place in the script. Which means she could be stuck in a previous dialogue. Most likely the case if you JUST finished Dangerous Minds and are trying to rush to Curie's quest. Could also be any open Railroad quests involving her conflicting?
Bethesda game engines do NOT like to skip stages, and if you skip one, it may go a few more stages then freeze. In other words it may not be something you currently did in the current stage, but a few stages back.
Load a save prior to starting Emergent Behavior, wait a few days (for the dialogue timers to run out) and then try again.
Sorry - missed that. Do you have a quest marker showing on your HUD pointing toward Dr. Amari?
