t's funny, because there are several mods on Nexus that involve tinkering with this kind of thing, so I didn't imagine it would be possible by “vanilla” means.
When we remember that legendary enemies come in any shape / race / variety, there's even bigger issue. How would you expect that legendary mirelurk king to "use" the legendary chest piece/pistol/whatever that it drops?

Today I was cleaning Picckman's Gallery and a legendary invader was using a laser rifle against me, when I killed him and the laser fell to the ground I saw that it was a legendary modification, and a few times I've picked up pieces of legendary equipment that when I took it from the enemy's body the game removed it from his dead body
Any NPC capable of wielding a weapon can use it. That would include the legendary enemy as well as any other NPC near by picking it up and using it if you should manage to kill the legendary enemy.
Anyone ever try to sneak up on a legendary and pickpocket it?

Nobody knows what skyrim magic lets legendary bloodflies carry miniguns and stuff around....
That isn't true. As you noticed, that doesn't work for those legendary enemies who can't wield weapons/armor. And if it did work that way, you also wouldn't get DLC weapons as legendary equipment on the main map. And you can - its also the only way to get DLC ammo without going to DLC maps. So the legendary item effect isn't being added to the NPCs normal equipment. It is adding in the entire item, not just adding the effect to an existing item.
The item technically spawns on the ground at the NPCs feet when they first appear, and is added to their inventory after a moment.
In a few places you can even watch it happening, the easiest case being the radroaches in the gas chamber section of the Nuka World gauntlet when they happen to spawn as legendary.
