If you have access to the console commands (not using survival difficulty in other words) you should be able to use
TCL
to move around in noclip mode. If the unit falls completely off the map, the mod needs to be updated to the current game version.
It doesn't come with the game. Users created it. Bethesda HOSTS them.
If it wasn't a mod, and was in the game, it would be included for literally everyone to use.
Voluntarily downloading anything - including the HRTexture Pack - those are, in fact, mods to the base game.
Check on like, reddit or other locations to see if Neon Flats is updated or others are having the specific issue. Not everyone here uses it.

Tried to go to the 3rd floor and all of a sudden I'm sinking
EDIT: Fixed it by console command 'coc goodneighborthememoryden' then walked into the top floor
