Stuck in "Molecular Level"
I'm stuck in the "Molecular Level" mission. I've built the relay interceptor, the mission prompt says "Talk to Elder Maxson." But every time I try he says he's busy or he'll send for me if he needs me.

(If the quest ID is B1752, then getstage says I'm at 375.)

Things I tried: quitting and restarting; advancing the quest stage (though I was guessing, I'm not sure what to set it to); moving Maxson out of the area he is in, in case his pathing is being disrupted (he just walks right back to where he was). Nothing seems to work.

Make sure all the items are powered from the same generator. Run wires between the pieces and between the generators if you have to. Make sure they are on completely level ground. Make sure the generators are running.

Thanks, but everything is powered up but a single generator and working. If it wasn't the mission wouldn't be prompting me to speak to Elder Maxson. But thanks for responding, if you think of anything else let me know. I have submitted a support ticket to Bethesda, too.

Sounds like you've completed building the initial Signal Interceptor component, but haven't fully completed building a full functioning system (Bubblegum seems on the right track to me).

A single generator? Don't think that's possible.

Thanks, it's a good thought, but this isn't my first playthrough, I know how to set the thing up and have had no issues before. But keep them coming.

If I, myself, had to guess, most issues with not getting an NPC to respond come down to a pathing issue - he's somehow blocked from going where he wants to go for the preset series of animations to kick in. I just can't see what the block is. It might be the stairs, but he went up and down those with no issue during construction. Still...

The guy at Bethesda was stumped, too, and had to escalate.

You only need like 30 power units to power it all. The largest generator (second to the Vault-Tec reactor) generates 100 power units. That's plenty to power everything.

Stairs? Where are you trying to build it at? And yes, pathing issues can cause problems with quest steps.

There is plenty of room at the Airport to build it. After you scrap all the crap there. You want free access to the items.

According to the wiki: quest stage 300 = Build the Signal Interceptor and 400 = Signal Interceptor completed. Take what you can from that.

There is some problem with the center piece and the arch part lining up. Try moving it a little.
Look for previous threads about the problem.

I'll look into what you say.

It "snapped" into place, but I know that doesn't always mean it's right. It also advanced past the "Power the relay interceptor." stage of the quest and onto the "Speak to Elder Maxson." stage, which would seem to indicate it's satisfied with my build. But then again clearly not or Maxson would talk to me.

I think your issue is caused by your "position location" you have built it at. Find a flat area and build it there. Don't use stairs.

Places like the Airport or one of the cleared foundation spots in Sanctuary, have nice flat areas plenty large enough. Never had any issues building it in my 4200+ hrs of playing the game.

Might be, but I stripped all that away and still had the same issue (it's actually at the airport, was just trying to inject some originality to the build, have some fun with it).
