If I, myself, had to guess, most issues with not getting an NPC to respond come down to a pathing issue - he's somehow blocked from going where he wants to go for the preset series of animations to kick in. I just can't see what the block is. It might be the stairs, but he went up and down those with no issue during construction. Still...
The guy at Bethesda was stumped, too, and had to escalate.
Stairs? Where are you trying to build it at? And yes, pathing issues can cause problems with quest steps.
There is plenty of room at the Airport to build it. After you scrap all the crap there. You want free access to the items.
Look for previous threads about the problem.
It "snapped" into place, but I know that doesn't always mean it's right. It also advanced past the "Power the relay interceptor." stage of the quest and onto the "Speak to Elder Maxson." stage, which would seem to indicate it's satisfied with my build. But then again clearly not or Maxson would talk to me.
I think your issue is caused by your "position location" you have built it at. Find a flat area and build it there. Don't use stairs.
Places like the Airport or one of the cleared foundation spots in Sanctuary, have nice flat areas plenty large enough. Never had any issues building it in my 4200+ hrs of playing the game.
