can't turn mods off
Since the update, the mods tab in the game itself wont let me open it, meaning I can't turn mods off that I downloaded via the game, and it's thoroughly destroying my ability to start a new run.

I had hoped this would well and truly have been a bug update on Bethesda's end to at least allow access to that tab.

If it's PC (and this is a Steam forum) then you can use a mod manager to turn mods off, whether they were sourced from somewhere like Nexus or from Bethesda's vetted mods.

Ah ok.
Because they were from Bethesda's vetted mods, which is what I used to add them in the first place.
It's the vetted mods tab that just doesn't open anymore.

And yeah, pc and steam on my end.

The idea that bethesda's site has "vetted" mods is ... pretty funny to me. Since most of the mods they have are still just as buggy as anything else, they're just on bethesda's site. For money.

Go to the Nexusmods site, download your choice of mod organizer (Nexus Mod Manager / Community Edition, Mod Organizer 2, Vortex, maybe others and if they don't come with it, find LOOT) and launch the game using F4SE.

Your mods can be organized AND checked by LOOT, meaning if there are glaring issues it'll catch them.

Last night I did notice that Bethesda's site is inaccessible if you're playing offline mode like I do to avoid the game updating and ruining my current run. If you're offline, it will not be available, and if your game isn't fully updated, it will be blocked from using them as well.

As above, if you google Nexus Mod Manager, that's reasonably simple to get going.
It'll then scan for currently downloaded games.
You can tell it to ignore most of them and just tick yes for Fallout 4, assuming you have it currently downloaded.

Once open, there's two tabs in the top left, Mods and Plugins.
Most of what I had going were plugins, so I clicked that and then unchecked most of the boxes.

Seems to have worked as now I've been able to do a run without them.

They are vetted, whatever that means. What it does not mean is that they are free of bugs. Why would anyone expect that given what a buggy pile of sh1te the game code is?

They haven't gone so far as unifying FO4 mods uploaded to Beth dot net with CC under 'Creations' and charging money ala Skyrim. At least not yet anyhow.

Delete all manifest files in \SteamLibrary\steamapps\common\Fallout 4\Mods\
You have to download your mods again after that, but they should still be listed. If you feel unsafe, make a backup first.
