Ah ok.
Because they were from Bethesda's vetted mods, which is what I used to add them in the first place.
It's the vetted mods tab that just doesn't open anymore.
And yeah, pc and steam on my end.

Go to the Nexusmods site, download your choice of mod organizer (Nexus Mod Manager / Community Edition, Mod Organizer 2, Vortex, maybe others and if they don't come with it, find LOOT) and launch the game using F4SE.
Your mods can be organized AND checked by LOOT, meaning if there are glaring issues it'll catch them.
Last night I did notice that Bethesda's site is inaccessible if you're playing offline mode like I do to avoid the game updating and ruining my current run. If you're offline, it will not be available, and if your game isn't fully updated, it will be blocked from using them as well.
As above, if you google Nexus Mod Manager, that's reasonably simple to get going.
It'll then scan for currently downloaded games.
You can tell it to ignore most of them and just tick yes for Fallout 4, assuming you have it currently downloaded.
Once open, there's two tabs in the top left, Mods and Plugins.
Most of what I had going were plugins, so I clicked that and then unchecked most of the boxes.
Seems to have worked as now I've been able to do a run without them.
Delete all manifest files in \SteamLibrary\steamapps\common\Fallout 4\Mods\
You have to download your mods again after that, but they should still be listed. If you feel unsafe, make a backup first.
