If you've got the Nuka World DLC and don't mind dipping a little way into it, the (spoiler) radroaches in the gas chamber should be able to provide low-grade guns, and since they're only generated when they appear, you can make a quicksave just before triggering them and immediately reload if they're not legendary.
You should also try to make sure that the game hasn't recently generated a Never Ending weapon, since each time a particular legendary effect is used, it's temporarily added to an exclusion list until it's made a number of items with different effects. If you're not seeing the Never Ending effect show up at all, consider finding some other legendary items before trying again.
There's quite a lot of dungeons in the game.
Just keep that 'keep on swimming' mindset. Put on some music, zone out, get it done.
4200+ hrs in the game and I have only had one Explosive Combat shotgun to drop.
Not sure why anyone would want a never ending double barrel shot gun. The Combat Shotgun is very much a better weapon. And you get a far superior one from a Covenant vendor, Penny. It has the "Crippling" legendary stat on it.
