What I usually do, since I do love making all my own settlements with all the lovely modded stuff I have myself, I don't USE the blueprints, but I look at the "requirements" that each might need on Nexus. I check for parts like walls or windows, flooring, etc and see if they are pieces that are available without other mods like Sim Settlements or Workshop Framework.
Then I just find and use those in my own builds without struggling with other framework mods.
But if you're willing to figure out what you can make, or import using Transfer Blueprints, there are thousands of them out there. Just be aware: not only do you have to have the base mods for doing the transfers themselves, but you also - if you want them to look JUST LIKE the ones in their uploaded pictures - MUST have every single thing they require, installed and fully functional, which if you are just starting out, you will very suddenly find yourself overwhelmed and possibly game-crashing overload of your new mods.

That is the page for the mod itself. However CAREFULLY READ the Description AND the "requirements".
It requires F4SE, and it also requires HUDFramework, before it will work.
If you decide that's the good way to go, then just start searching on nexus for things that include the phrase transfer blueprint or just blueprint as they'll certainly come up.
But remember your game WILL get overloaded if you decide to 'download everything you see!'. Always be careful with what you're downloading because the mod may be 'dead', abandoned, or buggy, or require lots of other things.
I'd also add place everywhere https://www.nexusmods.com/fallout4/mods/9424 which lets you remove physics from placed items like food, drinks or clutter. You can use those items to decorate your settlement as well and place them like a "normal" workshop item.

Use TS but maybe consider doing an export using all 3 just in case.

This also has a way of handling scrapping (which I haven't tried). TS doesn't save the scrapping as far I know. This vid is worth watching for educational purposes about how many things can be done.
CR can also do individual buildings. I haven't explored this further but the possibilities are great if it can grab anything from anywhere and save it for reuse.
There is a Discord with "clean and simple" mods which clean up settlements and also fix some navmesh errors. There mods on nexus which do the same type of thing. If interested I can post the link.
