Report a translation problem
This is a common problem around here, I'd suggest using a google search since Steam's search feature is quite lacking, but there are likely other threads with other suggested courses, even recently.
it's in Documents/My Games/Fallout4/ You can rename it back later if it doesn't help
Run Fallout Launcher and setup your settings.
Close the Launcher.
Reload it again and see it your setting stayed put.
Play... fingers crossed
I can't believe it worked... It had popped up once before when I tried to launch the game directly and it set the graphics level to Low because it couldn't recognize my graphics card. So at that time I set the resolution manually and enabled borderless window mode.
The truth is the game does not work in borderless windowed mode... so stupid
If you want to tweak .ini settings can you use Bilago's Launcher - https://www.nexusmods.com/fallout4/mods/102 It is not a mod, but a free-standing tool that gives you a user interface for all the .ini parameters. On top of it can it work as a launcher for you and you can give it your own background and so have a personalised launcher with full access to all .ini file settings.
