Quincy Quarries/Vault 88 Glitch Solution
If you have all DLCs, you may need this.

Once you get the quest and are asked to head to Quincy Quarry, enter this code in the console command:

setstage 00098136 200

You may now talk to the settler and access the workstation

Do you mean you had issues reaching the vault? Or is this a mod problem? Quincy Quarries is a very buggy location for modding, but it's never prevented me from entering or locating / speaking to the overseer on the V88 starting quest... Could you describe what issue it was that you decided to use the console instead? Because that's a last-resort, not a good option in any way. (edit, see my 2nd post below)

What the heck is this for? Clear the quarry, enter the vault, clear the entrance, open the door, follow instructions given over the speaker.

Talk to what settler? Install the control board to activate the workshop. You can then speak with Valery Barstow the Overseer.

Or did you just ... not see the red door on the marble entry area by the "water" after killing the raiders outside? Big ol cave entrance with shovels and everything. Walk right down to the vault to continue working on the killing-off of raiders inside... then your quest actually starts on the vault.

The quarries have nothing to do with that quest or the vault, only serving as a point to enter.

On looking up that value there...

If you've been sent on MinRecruit01 (your 00098136 can both lose the 000 and is more easily typed as MinRecruit01 in your console) to Qunicy Quarries, you are using a mod in a VERY broken locale.

If you mean "clear out quincy quarries for a different vanilla settlement" then you missed some raiders in the quarry. You should not resort to using that command in the mainland, it's best left for when you're being sent to Nuka World or Far Harbor before you've been there...

The Vault 88 DLC effects the Settlement Quest DLC for Quincy Quarry (Which is Vault 88). Killing all in the area does not complete the quest as whatever raider(s) existed is now unavailable to kill/complete.

The "solutions" I saw online were to remove or complete the quest via console; which in the end would not give me Somerville Place as a settlement.

The code above will push the quest forward just enough to get Somerville Place.

Ah ok, I see now. This was a quest from Somerville Place directing you to eliminate the raiders from Quincy Quarry.

Quincy Quarries is not Vault 88 though, and shouldn't affect that quest, but if you do use the console for this kind of thing be very careful. More than likely someone just ran away from the area and you missed them, and would come back later. a KAH (kill all hostiles) might have been better used, but I do understand why the concern and use of the setstage cmd here.
