Also unless you're using SURVIVAL difficulty, you can use the console to your heart's content - but be aware that using the console commands to do ALMOST ANYTHING may cause the game to have issues later on. Always use console commands as a last resort, not a first-choice.

Sad fact however is that some gamemakers have in fact included clauses into their EULAs that forbid players to mod their single-player games. Whether this holds up in a court is a different question, but OP is wise to ask and not to presume.

Yes, one can cheat in Fallout 4 and modify it. The gamemaker supports it and it has a console in-game which allows one to enter commands and do all sorts of cheating.

Single player games with online components such as a leaderboard, I can see being in a eula, but they can't actually "enforce" anything virtually anywhere, unless it involves police action. Because most of the time, no one would even bother blinking at it.

One would think that with the current state of affairs in Eastern Europe, with Putin slowly but surely turning Ukraine into something representing a moon landscape while all eyes are turned to Gaza, that governments have more urgent issues to be concerned about than video game cheating.
