7 Agility (Base) + Agility Bobblehead + You're SPECIAL! book = 9 Agility.
I think well rested gives one too, but that may be just Fallout 76 that does that.
This is a case where there is an unexplained point on a special value without Chems, without agility from the you're special book & only using the pommel horse. I do believe I used the special book on strength because I always prefer some more carry weight. I do not have well rested, I am portraying a man with an ailment who is going mad over searching for a solution in the map. So I am tired, getting sick, hungry and thirsty and letting it all try to correct (by yanking on special values in different ways).
I never found the agility bobblehead yet and I eat deathclaw steaks. The only thing that makes sense is a deathclaw steak has become permanent, something that I regularly eat before combat and interior clears. Some times it appears to adjust and attempt to correct if I activated unyielding or got addicted to med-x for some reason.
Things normalize and then ♥♥♥♥ right up again. It's hard to understand what is true information coming from the Special list inside pip boy status. The perk chart shows true information and I cannot purchase perks ahead of my actual special level.

There is a difference. Beth does not call them mods and they do have a "Mods" section when you bring up the CC page. They do not install like a outside source mod does and also, they only "add" items. They don't change anything in the base game like mods can do.
Beth has stated before, they work with the CC creators and have also hired them as permanent developers in the past.
I look at them as a separate thing. CC small DLC's. But one can call them whatever they want. But that does not change what they are. Creation Club items, which are tested and supported by Beth. They have did patches for them before. They don't do that with the mods they list.
And on subject, I would not worry about 1 extra agility OP. It's really no big buff. Enjoy it and have fun.
I don't suppose you've used any power armour paintjobs that granted a +1 Agility bonus, like the Abraxo, Hot Rod (any type), or Vim Refresh paint? I vaguely recall someone once having a power armour effect get stuck.
