As to why someone may STILL not have all the DLC by now? There’s a variety of reasons. The OP may have only bought FO4 recently and wanted to try the base game first before spending more money on DLC, maybe they bought the game years ago and played a bit and then life happened and they never got around to buying it, etc.
Also, there’s still plenty of people out there that oppose the very existence of DLC and firmly believe that all content should either be in the game on day one, added free of charge afterwards, or come in the form of a proper “expansion” that adds to and expands the game enough to warrant its price.
There’s also the fact that in FO4’s case you could understand why someone may have bought Automatron, Far Harbor, and Nuka World but not the others. The other DLCs are firmly focused on settlement building, and if that part of the game is of no interest to you or you outright dislike it - why would you buy those?
As a side note, just in case ahsanford, FOLON requires the official DLC - not all the Creation Club content as well. Figured I’d throw that out there because I know that some don’t really differentiate between the two and consider the CC stuff as “DLC”.
